Mirine	Go to Mirine Go to Musician Yu-Hwan Go to Yang-Shin Return to Mirine

Solution:
First speak with Mirine, in order to obtain the quest. Then ask Musician Yu-Hwan for Mirine's brother, he will send you to Shin-yang. Return to Mirine and report back to her.
