"Brutal" monsters will drop you this item, unfortunetly, not too frequently. The Brutal monsters (general, etc.) respawn time can be long (e.g. 10 minutes), however, you can switch channels meanwhile. You can ask plenty of money for a Full Moon Sword in the market (equal/above 300.000 yang at least, usually).

You need to be level 30 to use this sword. Until level 45, you can hardly find better +9 weapons: best damage (however, also note the low hit ratio), +2 extras are coming with this nice piece of weapon - these can be -x% percent, too, so you shall keep the ones which got +x%, only.
