Solution:
The quest is the same for everyone, but the places which the representatives of each empire must attend, are different. The Empire Chunjo goes to Weol monument in Pyungmoo, the Jinno-Empire goes Yongan and the Shinsoo Empire to Joan. When you get the Diary page return to Uriel.
